This is Trump's about tenth check he promised to the people. It is just to calm them down. If there were any kind of checks, they would be used by The Trumpys just before the midterms.
But they will not happen. Trump tells his followers that he will do something and they psychologically think it is done.

You are correct, but I don't know how else to refer to the monies collected under the tariffs.
About $200 billion in extra taxes on Americans in just one year.
He is in court now defending his confiscation of the tariff powers. The Constitution gives that power to Congress. He went ahead and started running tariffs and his righty Congress said nothing.
He put ICE troops on the streets in conflict with Posse Comitatus. He even had them swear loyalty to him. Trump should alarm all Americans. He is busting down the walls that separate the branches.
