I'm not going to fault the city for doing this since its local and not a national thing but I think they should focus more on fixing the economic situation of Detroit before they spend money that they most likely don't have. I hope it helps the people who will benefit from it but it's going to be hard to maintain it without money to support it.

We have something similar here called Pittsburgh Promise and it's been fairly successful. They don't just throw money at kids. You have to be a HS graduate with a 2.5 or above GPA and a 90% or above attendance record. Kids file the FAFSA and PHEAA, and the Promise picks up what's still unpaid.

This isn't a race-based program, anyone who's eligible can get it.
