I know of no state that licenses or issues open carry permits that doesn't also issue a card. It is certainly within my right as a citizen to demand that I can be certain when I might see an open carrier that they have been through minimum safety in firearms training and checked out for non-felon status and mental stability purposes. There are certain people that have no rights whatsoever to carry or even own whether openly or not and the rest of us have a right to know about it.

Arizona has no such requirement and law abiding citizens can now carry concealed, without being issued a permit card.
So your desire to know anything, means nothing.
All that's required is for the law abiding citizen to answer truthfully, when asked if he or she has any weapons with them.
