You can't possibly protect people from their own stupidity! What you are asking for here, is not possible for the Federal government to do! Have you ANY idea of what it would cost to have Federal rescue teams stationed and ready in every major American city? First of all, we simply don't have the manpower to do that, much less the money it would cost to maintain such a system. Traditionally, we have relied on State and Local governments to handle this aspect of a disaster. The Federal government is there to ASSIST in the AFTERMATH! They are NOT first responders in a disaster, and they never have been, for ANY disaster at ANY time in history!
