A study published today in the Archives of General Psychiatry says that black and Asian teens are less likely to use drugs and alcohol than white people their age. In a survey of more than 72,000 young people conducted by Dan Blazer, a psychiatry professor at Duke Medical Center, 39 percent of white teens and 37 percent of Latinos reported having abused substances in the past year, compared to 32 percent of blacks and 24 percent of Asians. When it came to drugs alone, 20 percent of whites, 19 percent of blacks, and 12 percent of Asians reported using.
Blazer called the relatively low rate of substance abuse among black juveniles "surprising": "The public perception is that that’s not the case," he said. Also surprised should be American police, who continue to arrest black kids for drug use at far greater rates than whites. Consider this chart from the federal Office of Juvenile Justice:



In the 1990s, the juvenile black drug arrest rate was nearly three times that of whites, and in 2008 it remained almost double. The fact is that cops bust blacks kids markedly more for a crime they commit slightly less often. This is especially unfair because petty drug offenses are how thousands of black kids per year end up in the U.S. justice system. Their criminal records then haunt many of them for the rest of their lives, ruining their employment and educational opportunities and all but forcing them to turn to more crime to stay afloat.

We've argued before that America's nonsensical drug laws leave a lot to be desired when compared with those of other Western nations. But when police don't enforce those laws evenhandedly, they go from being just nonsense to racist as well.

That's a 1% difference, which can easily be an anomaly. Everything else though I found interesting.
 
Right. Rationalization, IMHO. Of course we can't portray whites in a more negative light than non-whites. What would the world come to?

Are you saying that 1% cannot possibly be a statistical anomaly? I figured it was the same regardless of race and more easily determined by socio-economic factors.

Absolutely not. There are more whites, therefore, more likely drug users than blacks or Asians. Therefore, the fact that law enforcement "goes easy" on whites, who have more access to better legal representation, more assets, and benefit from racially-skewed sentencing, testifies to the likelihood that the suggestion of only 1 % discrepancy is undoubtedly "the anomaly".

Therefore, the fact that law enforcement "goes easy" on whites, who have more access to better legal representation, more assets, and benefit from racially-skewed sentencing, testifies to the likelihood that the suggestion of only 1 % discrepancy is undoubtedly "the anomaly".
So...white kids are more likely to use drugs because they're less likely to be arrested, but only by 1%? Or am I misreading your statement.
 
Interesting. My guess is that most people still will not see that prohibition is less about public safety and more about the power and control over people.
 
Kudos to them for that, not shocking white kids are not discipline.
What's should be shocking is rich site kids don't go to jail while poor blacks fill them up for drugs.

I didn't write the article, I understood it to mean that 20 % of all white kids are drug users, and 19 % of all black kids are users.

Deal with the findings as presented first and then worry about the possible implications of the findings possibly being off a number or two.

It's to promote the notions of "white privilege" and to further "demonize" blacks as criminals and parasites. The truth is, more and more black homes resemble the Cosby Show, where kids are accountable, and the parents are "hard-working".

20% of 223,553,265 Whites which make up 72.4% of US population

19% of 38,929,319 Blacks which make up 12.6% of US population

12% of 14,674,252 Asians which make up 4.8% of US population

Per capita what does this mean? Statistics are funny that way~
 
It seems that the report says that whites and blacks are statistically the same, while Asians admit it less often.

I don't doubt or disagree that their is a racial element to the insanely differential arrest rate. But I do pose a thought for consideration. Is it more racial or socioeconomic? Do they target blacks more? Or do they target the poor/inner cities more, which leads to the disproportionate arrests?

One thing I do think is unquestionably institutionalized racism is in the sentencing disparity. As I stated before I am a strong proponent of ending the stupid drug war. I am in favor of punishing those that cause harm to others (whether person or property) when under the influence, but the nonsense of throwing people in jail for possession/use by itself is nonsense. Add in the crime surrounding drugs that would likely dissipate and there is every reason to end the drug war. Further, all non-violent drug offenders should be released from jail and provided job training so that they can re-enter society ready to go to work (assuming we get the jobs market back on track of course)

What's the difference in practical terms? White rich kids get off. Poor black kids don't.

What's to comment? Its bad enough that anyone is in jail for recreational drug use to begin with. The power grab by police that's been continuing steadily by law enforcement is simply icing on the shit cake.

Oh, please. You have to ask? Blacks are singled-out because of race. I have been in simple traffic stops and have been treated as though I were a potential criminal by law enforcement, who are quick to shoot first and ask questions later. It's why many white cops, can exercise their racism and bigotry, with relative impunity, because they "have the power", invested in them by law. Duh. Not to say that black, Hispanic, or Asian cops are any different.
