Are you claiming that George W. Bush had a greater percentage of the popular vote in 2000 - and that all the whining by the democrats was based on lies?

To be representative electors would have to be allocated based on the percentage each candidate receives.

39 states use a "winner takes all" method - meaning that in a case of 49.999% to 50.001% - all of the electors go to the one who barely exceeded in popular vote.

Worse than that, we have two states, California and Oregon who assigns elector to the the democrat regardless of who has the highest vote count.

Only 9 states allocate based on popular vote.

What an ignorant claim. We have repeatedly seen candidates win the popular vote but lose the election.

You just said it does - that the EC is based on the popular vote.

The ratio of EC votes to population isn't even.

Ohio is the most under represented - 19 EC votes for 9 million voting-age people.

Wyoming is the most over represented with 3 EC votes for 434,000 voting age people.

To have 3 EC votes, and have the same ratio of EC votes to voters as Ohio, Wyoming should have a voting population of over 2 million.

That's why I'm saying that correctly aligned EC votes would prevent the situation where we have an EC winner that loses the popular vote.
